We believe governments at all levels - Central, State & Local; should have their own condom distribution as well as awareness creation programs – addressing the issues of AIDS prevention and Family Planning in a comprehensive manner tailor-made to locally existing circumstances and dynamics. Centralized systems (which are quite prevalent today) are often not in tune with the pulse and dynamics at the local level; and are more prone to corruption and misuse as well.
